Returning to the UK under Singh - required to work?

It used to be the de-facto interpretation of Singh that if a UK national returns to the UK in accordance with Singh, then part of the condition that the UK national is to be treated as an EEA national for the purpose of the EEA regs, is that he must engage in economic activity in the UK following the initial three months of his return.

However, I remember reading more recently that this isn't the implemented case anymore, and that the UK national's activities in the UK after returning aren't material anymore. Is that true?
