A quick question: can i use FLR(IED)?

Hi, I've applied to HSMP on 6th Oct (in country, under 28), but my current student visa will expire at the end of this month (in 5 days), which means that I need to apply for extension.
My question is: can i use FLR(IED) form before I get any feedback from the HSMP's application? i tried to fill in the formbut it seems that I need to get HSMP approval letter.
