New Application after Rejection

My first application was refused in Sep-06(Decision made in only 18 Days).My time line was (Out of Country & Over 28)
Points Education 15 Obtained
Job 35 No Point
Earning 25 Obtained

Application Received 04-Sep-2006
C.C Charges 05-Sep-2006
Urgent Treatment 20-Sep-2006
Refusal Letter 22-Sep-2006

Reasoning: Job Discriptions were not on letter head and not either endorsed by employers Claim 35= Points , Obtained =0

I have submitted fresh application with additional required above job discriptions the remaining application remain same & my time line:

Application received 20-Oct-2006
C.C Charged 20-Oct-2006
No Reference has been reveived yet.

Now I have two questions:
1.How can I get fresh application reference #
2.How can I file again the Urgent Treatment Form.

Why last application was rejected? Have to sent reference letter in Plain paper?

and they replied with my reference number so you can try.

Yes ,I have provided above discription on plain paper.But now I have endorsed this job profile on letter head and endorsed by current and previous employers.
