why do HO at some point ask for passport photos etc

I have asked many people (solicitors included) why at some point the HO might ask for passport size photos, maybe along with a form to fill in with you current circumstances etc.

I am not sure if all who might be asked for passport size photos have received similar forms as a request from the HO to update your details.

If you have come across a request to update details and passport size photos, was it with some sort of form to fill in? and was there any other details or information requested.

Any response will be greatly appreciated even if this might not affect you directly but have some information regarding the matter
