Switching from Tier 2 Dependant to Tier 2 General

Hello,
I am currently on Tier 2 General visa and my wife is on Dependant Visa (Tier 2 ) and employed. Now her employer is willing to sponsor her. My questions are

1. Can she switch/make Tier 2 general application within UK?
2. Can I apply as a her dependant at the same time within UK?
3. Also Do her employer needs to do a RLMT( resident labour market test)?

There is nothing mentioned on Ukba website for this kind of situation.
Would really appreciate your response/help on these questions.
