Interesting, but it only seems to address the free movement of EU citizens within the EU which has always been a given. No mention of the mobility of third-country citizens who have permanent residency in the EU, an issue that is still being fiercely debated in Brussels.
In a few years time we'll look back on immigration control like we look back on American prohibition in the thirties - futile and counter-productive.
