Tier 4 Student Visa with BRP

My niece is a student and just received herBRP (Biometric Residence Permit) where it shows "NO WORK" under the Remarks column.
She was previously allowed to work 20 hours when she was studying English in 2011. She is now studying for her MBA and was surprised that she could not work although the MBA courses last more than 1 year.
Is there any way she can be able to work as a student just like before or any procedure allowing her to be able to work legally as a student.

Doing only MBA is not sufficient to be eligible to get work right, the college or university also has to be either HEI or publicly funded.
