PBS Dependent switching to Spouse visa In country Income

Hi just a quick question for my friend who is currently in PBS dependent visa, she came to UK in 2004 as a student dependent and then changed into PBS dependent. Her husband received ILR in December 2011 but unfortunately she did not change her visa status and she had a valid leave.

If she changes now , which form she should use and also is there any financial requirement of £18600 for herself?
