Can PhD Student switch from Tier 4 to Tier 2 without finishing their thesis?

Yes, if you meet all conditions then why not (valid job offer,RLMT,CoS, English proficiency etc). Although, you probably have to either quit your full time PhD or have to change to part time which you should check with your university.
