ILR Under 10 Years Long Residence Category

My friend applying for ILR under 10 Years Long Residence Category. When he gone through SET(O) Application form, SECTION 12 Page 47, He was not sure whether he has to sign this section or not. Since he is not sending any bank statements or utility bills, I thought he do not have to sign this part to do the verification checks with bank or utility by UKBA.

I have also read the guidance notes, I do not see that SECTION 12 is a mandatory to complete. Bet he would still need to clarify on this.

Senior member Sushdmetha or Casa or Vinny please clarify on this.
