Easiest Country for Permanent Residency?

Which is the easiest country to get Permanent Residency in Europe for Indian citizen. Because there are different rules for different country nationals. If any US citizen wants PR in Europe than he or she can easily get. But India is considered as third world country so this is the reason they find it difficult to get a citizenship.

I don't understand where being Indian comes into this. Various counties offer various types of residence visas to skilled migrants, and some of those can lead to permanent residence. I'm not aware of any special concession for Indians on the basis of nationality alone.
