Calling Girlfriend in the UK Accommodation

Hi All,

I am planning on calling my girlfriend to the UK to stay with me for a Month. I live with my bestfriend and pay rent each month but I am currently not on council tax. I don't know if the family will also give me a letter saying that my girlfriend can come and stay with me.

Is it alright to send a letter on my behalf or does it have to be from the owner?

Kindly help me as I am new to calling someone from abroad.
