I HAVE TO TRAVEL TO PAKISTAN URGENTLY BUT MY APPLICATION IS READY. CAN I SUBMIT MY APPLICATION WITHOUT PASSPORT AND TRAVEL ON MY EXISTING STUDENT VISA AND SENT THE PASSPORT LATER WHEN I COME BACK IN 2 WEEKS.

I don't think if they will consider this application as valid. They won't even bother sending the Biometrics letter.

You need an expert advise, with input from one of my work colleague he is from Portugal and he had his application in home office for in country marriage approval and he arranged some document to travel to Portugal with help of a solicitor I am not sure if this would work for Pakistan but consult or contact seniors in this forum
