Do the permit need to be delivered in my presence or any occupant in the my residence can receive it on my behalf ?

When it is delivered, you must sign for it and show identification such as your passport or driving licence. If you are not present when the permit is delivered, the courier will leave a calling card containing contact details so you can rearrange delivery. You must contact the courier as soon as possible.

thanks. Can the permit be received by persons in the address other than the BRP holder ?

Normally they won't.In some rare cases depends the persons who bring the card.
