nvq level 4 and above role in business

No. The business itself has to be operating at Level 4 or above. For example, you can't be a mini-cab business or a cornershop or any other type of business that is below level 4, yet give yourself a lofty managerial job title at level 4 or above and then expect the visa to be approved. All of this is in the guidance.
