Tier-1 (General) extension - Dependent Query

Hi All,
Happy new year 2013.
I need your advice/thoughts on below. I’m going to apply for Tier-1 (General) extension on 8th of JAN along with 3 dependent using same day visa application in London Croydon office. My daughter who is 3 years old and has Mehandi (like temporary tattoo) on her hands.
1) Does 3 year old kid need to go for biometric (finger prints) test?
2) If not from which age they need to go for biometric test?
3) If Yes would Mahendi on hand will be a problem?
Please advice.

As I know for children under 5 or 6 years they only take the photo.
