Fresh application after rejection?

A friend just got her Tier 1 FLR application rejected after like 5 months. Her visa expriy date is more than 28 days old. While she has been giving the option to appeal, is it possible to submit a fresh application, possibly using the premium service. The preference is to avoid another long wait of the appeal process.
