Spouse Visa has 27mths applied after 9th July?

Hi

My hubby got home yesterday and his visa is for 27mths i did start filling the form online prior to the 9th july but payment was made in september? I thought it was 33mths but his is defo for 27? bit confused as will he be able to apply for ILR at end of this pr would it still be new rules? who do i contact to check? his visa was valid from 5th dec!
