Clarification needed on 'parents living in same household'

Hello
I can't seem to find clarification on this point. My wife (who is a EEA national) parents live with us under the same roof. We want to move to the Uk beggining 2013. Under eea family permit it states Parents living in same household are able to move with EEa national to UK, arriving at same time. Is this true and what sort of proof would be required as i'm not sure how to prove that they are part of our household.
