Which consulate can I appear?

I have overstayed in US by a few years. I have been offered a job in UK. I have been advised that I could also apply for the HSMP visa. I wanted to know if workpermit or any other agency could help me appear at a British consulate in the US without me having to leave the country? Or do I have to go back to my home country to appear for the interview? Please advise.
