But when you go no the belgiuan site there is no route directing to apply onloine as an eea family member::|||

It doesn't seem to be as comprehensive as it was before. There are plenty of email addresses quoted. Why don't you email them direct? Be sure to state family member of EU national. You should be able to bypass VFS.
