OCI FOR PIO CARD HOLDERS.

HI,
My father is french national and holds PIO card he wants to apply for OCI He was not granted OCI as he didnot have indian passport and he didnot have a proper birth certificate but he was given PIO as my mother was indian national.
He is french national by descent .He has spent 55 yrs in pondicherry,India.
Can he apply now.
supporting documents
1.father s french passport with PIO card.
2. birth certificate issued by municilpality.
3.service certificate for 55yrs
4. change of name judgement
5.residence proof in London( my father is in london right now and we are thinking to apply from HCI london.)

Any help would be appreciated.thanks.
