Contact number for Homoffice to call about BC?

Hi there, thanks in advance. Is there any number we can contact Homeoffice about BC? or is it same as PR just different options? I'm trying to contact but can't get through!! this is the number I used 08450105200
Applied for EEA4 on 24/02/2012.
HO received on 27/02/2012.
Refusal received on 16/08/2012 dated 11/08/2012
At the court, the HO REP withdrawn the decision and asked me to send the DOC for the time before marriage.
PR dated 05/03/2013

If you don’t mind, can you please share a bit more about your case? Why did the HO reject it and how did you manage to bring them to court and get a favourable decision. This might be invaluable information for some of the members here. Many thanks and best wishes in your attempt to contact them.
