visa refusal hav a look

me and my friend applied for ent visa separate applications.my friend visa got rejected

details:
PSW route 50k in account till today
funds overseas 3rd party(mother)
applied:15/10/2012
bio:5/11/2012
rejected:29/04/2013

reasons for refusal:
1.bank in which funds are held is not regulated body(BUT THAT BANK IS IN UKBA LIST)
2.no name of applicant on third party bank letter.

my friend is going to appeal on that.
I HOPE THIS INFO WILL HELP OTHERS
IF ANY ONE ALREADY HAD SAME ISSUE CAN U PLZZ GIVE ADVISE TO FIX IT

Would you mind sharing name of the bank? I would suggest to take a printout of the current list of Regulated Banks according to UKBA list, this will help in appeal.
