non-EU spouse unable to provide PRTB letter

hi everyone,
i need some help
i am a student here getting married soon
i need to apply for stamp 4
i talked with my landlord lots of times to apply for my PRTB letter but she is not willing to do so, can anyone tell me , my application would be acceptable without PRTB ? lots of complains about immigration about this making an issue ?
and can anyone explain what documents are required ?
anyone can suggest me a good solicitor or i should apply my self ?

Are you marrying an Irish or EU national?
