Can I apply for OCI at the same time as passport surrender?

Apols if this is a stupid question.

I believe the first part of the OCI application involves filling out a form on the MEA website. Can I fill this form and submit online while my passport surrender is being processed?

Or is there a particular order in which things have to be done?

there is no way to apply OCI online, it's just an online filling of application form, which you have to take a print-out to apply for OCI.

One of the required document is surrender certificate.

so there is no way you can apply them in parallel.

Understood. My confusion lay in the statement (on HCI London's website): OCI being an Internet-based process. All applicants have to apply by online registration through Ministry of Home Affairs, Govt. of India website http://mha.nic.in/uniquepage.asp?Id_Pk=553.

I assumed that this meant that Part A was submitted online and then when processed, it would returned by email for Part B completion and submission.

I didn't think that it was just a form printing utility.
