Applying for Schengen Visa after Refusal Before

Hello,
Most regular members might remember my previous post where my application for Schengen Visa was refused by French Embassy in Beijing.The reasons were marriage certificates etc.When I applied last time my wife was not in China. Here's the update.
1.My wife arrived in China a few weeks ago so this time I will be applying as Travelling with EU Spouse.
2.I will be getting my marriage certificates authenticated by Pakistani embassy in Beijing.
3.We will be getting an official letter of an oath from British Embassy ( on which it would mention that Me and my wife are married).

Now, because the French refused my last application so I'm wondering if I should apply again at French Embassy or shall I try German embassy this time. Kind of in two states of mind.

Any thoughts/ suggestions would be appreciated.
