Graduate trainee on PSW for Tier 2 sponsorship

Guys,

I would really appreciate your advice. I am currently working for a large utility company and am currently on PSW expiring on December 2013. My designation is "Graduate trainee" and they say they cannot put me on Tier 2 sponsorship until my designation is changed. The HR said that I dont need to be on the shortage list but my job title should be in par to NVQ6. To change my title that would take on another 3 - 5 months. I work as a Site Manager on Electrical Substations for this company for around 1 year.
Can anyone advice, please.
