You can apply from 28 days before your 10 years qualifies. See set(lr)

Your 10-year qualifying period starts from either:

the date when you arrived in the UK with a visa; or

the date you were given permission to stay in the UK.

Just a quick clarification, i am applying for ILR on 10 years basis this month. can someone please advise if an expired IELTS level b2 previously submitted to ukba in 2009 will still be enough to demonstrate english ability?

Yes, it should. Also, if you have a degree taught in English and it is awarded points on the PBS calculator, then a print screen of this with the certificate should also suffice B1 in addition to LIUK.

Please I have a quick question just to be on the safe side.
I did my master's degree in the UK and my wife has a degree in English Language taught at a Nigerian University.

Do we still need to take the test of English Language requirement.

Thanks
