TIER 4 GENERAL or TIER 4 CHILD?

I am under 18. However, I shall be studying in University of Northampton. UoN is a Highly Tier 4 General Sponsor and not a Tier 4 child sponsor. However, I was instructed to apply for Tier 4 child as I am 17 years old. While, in the UK policy guidance they clearly state: apply for tier 4 general if you go on a Uk 16 post secondary education. And I think the course that I am enrolling in is the same stated above. My course is Foundation program.
