ILR DEPENDANT VISA....tRANSFERING TO NEW PASSPORT

Hello,

My wifes passport with ilf dependant 27mnths visa (old rule) is about to expire in 0ct2013......
She intends to apply for us tourist visa for religious holiday in october...

we have applied for her new passport which we expect to arrive within weeks...

so my question is can she apply for us visa without transfering the stamp to neew passport or getting BRP ........
if us visa is successful...can she exit and enter uk by carrying both passports....
