Yes I did ! I think they always deliver their verdict via special delivery whether it is positive or negative

you are confusing yourself.once you have sent a prepaid envelop with your application,what will they do with it,but definitely,they will send a decision on your application in that envelop.and the envelope you enclosed with your application is a special delivery envelope and now they have sent in it.That is why they have given its tracking number.Peope always note that tracking number before sending it for return despatch in order to know it has been despatched or not.Nobody can guess about it to be a refusal or approval,but at least you can hope for the best.
