tier 4 dependant-> tier 2 main applicant, following quest

I know that tier 4 dependant who switches to tier 2 main holder can apply inside the UK. What I am wondering, then the current tier 4 main holder can apply to switch to tier 2 dependant inside the UK at the same time? think it should be possible, innit?

no he/she has to go back to his/her country and apply from there
one thing that is possible is to go when his/her student visa is still valid and get the new visa and come back
nothing is easy but not impossible
in rules ukba sucks
