Naturalised Irish citizens child born outside of Ireland. Are they entitled to Irish citizenship or do they have to be born in Ireland to be entitled?

thats means citizenship through naturalization. thats not what i am pointing to.

i mean does the child not automatically be entitled to irish citizenship as the father/mother would be irish at the time of his birth, no matter where he/she is born.
or does the child have to be born in ireland to irish.

If one of the parents was Irish at the time of birth, yes the child is entitled to citizenship. It is no automatic though and you should follow the following process: http://www.dfa.ie/home/index.aspx?id=88045

As far as I know it does; and naturalization is an option on the application form here: https://www.fbr.dfat.ie/
