PSW to tier 2 civil penalties

Hi,

There is a question in the Tier 2 general form in the Personal history section:

Do you have any civil judgements against you or have you received any civil penalties under the UK Immigration Acts?

I was issued a Liability order for unpaid Council tax on 6th September 2012. I cleared all the dues after that and have been regularly paying the council tax on time.
Do I need to answer the above question as yes and give the details. Will that affect my application approval?
