Urgent - English Language Requirement

Dear Senior Members,
I'm desperate for confirmation on wether or not any of the English Language Certificates listed bellow meets the B1 CEFR or higher English Language requirement for Naturalisation from 28th of October, 2013.

Level 1 Certificate in ESOL Skills for Life (Speaking and Listening) issued by Trinity Collage London

Cambridge ESOL Entry Level Certificate in ESOL International (Entry 2) issued by University of Cambridge ESOL Examinations.

My wife is in the process of submitting her Naturalisation application and we just want to ensure that the qualifications meet the published requirements.
I have seen similar post here on this topic, but having difficulty comparing the certificates to the B1 CEFR requirement.
