Tier 4 Dependant Possible?

I am in UK as Tier 4 General student.My husband was my dependant.He went back to India and got Tier 4 General visa on the basis of Masters course in University.

I heard about new Rule that from 1st October 2013 the new rule will allow to switch as PBS Dependant in country.
my leave will expire end of October and i want to switch to Tier 4 dependant.

Questions

1- Can i apply as my husband dependant as he is now tier 4 general student?
2- Do i need to apply on-line??
3- any other requirements like maintenance??

According to the ministerial statement issued few weeks ago, you should be able to switch in country but the following update from UKBA has no mention of whether the student can switch in country or not. I am quite unsure about this, wait for others' feedback as well.
