Work Letter during Tier 1 General judicial review

I had applied tier 1 general extension after PSW that is in judicial review since 2 years.I am getting problem for getting job due to no passport and visa status with me.What is my current visa status in this scenario?Can i ask home office or concerned authority to issue work letter?
