Tier1 to EU or not?

I am a Croatian Citizen living in the UK since 2010.

My country joined EU 1/7/13. As I was in the UK 12+ months on that date I am exempt from the transition period.

I was wondering:

1. Would it be good to apply now for a Blue Registration Certificate or not?
2. If one day I will apply for a British Citizenship, and I apply now for a Blue RC will the time I spent in the UK when I was on Tier1 count for 5 (+1) year residence when I will apply for the citizenship?
3. And most important if I apply for Blue Registation Cetificate how long I have to wait to get it? I heard that Romanians and Bulgarians had to wait more that a year to get similar cetificate!?
