Indian Passport reissue

I have an Indian passport, My and my daughters passport is due to expire and wish to apply for re-issue, Have few queries.

1) Is it mandatory to provide Indian permanent address? I am in UK for more than 8 years and Indian address on passport is no more valid.

2) if 1 is yes then rather than putting previous invalid address I would prefer my parents address for permanent Indian address, Would this kick of address change verification process? Just going through various threads on forum some people didn't have to go through verification at reissue.

3) Is there any tatkal service for reissue of passport, I couldn't find any reference on HCI website?
