Non eu citizen with indefinate stay in uk

Does anyone know if the above person can legally travel to Ireland with just a driving licence And other identity paperwork. The non eu passport is currently with ukib to process for uk nationality,paperwork available confirms this application.

They cannot legally be travelling to the ROI without the necessary visa except for when the individual has officially became a British citizen, they can travel even without a British passport.
