HELP >> No reply Since 3 Months on HSMP

I hav applied my application back in 1st Week of Jan 2007, its been more then 3 Months now.. i havn't receive any decision, does it takes that long. I email them what they reply is as following, what should i do...?

When was the last time u emailed them? Cos wen i sent them an email at the time i applied in feb, i also got the same reply and my HSMP was approved the next day, which all took 3weeks in all from wen i sent in my application and wen it was approved.
