When to apply for ILR in tier 1 category. Is it 28 days before initial visa or is it 28 days before 2nd extension

Initial tier 1 general visa in UK 08-02-10 and 2nd extension till 01-02-15. When to apply for ILR .

Provided you landed in the UK within 90 days of your EC, you'd qualify to apply for ILR 28 days before the 01/02/2015.

Hi,
I had been living in the UK before tier 1 on psw. So will I be able to apply 28 days before 01-02-15
