ilr or permanent resident card?

I was a student for 8 years in uk and then i got married with eea which i got resident card for 5years.After all i already live in uk for 12 y and im not sure which one i want to apply ,either ILR form (0) under 10y long resident or eea4 form.
I plan to get a house under gov. scheme and i want to get a mortgage and im not sure permanent resident card holder allow me to do so?Im sure if i get ilr there is no problem .i hope someone can help.Thank You
