Naturalisation for non EU spouse of EU citizeen

My Peruvian wife of 6 years has been settled in the UK since 2007. She initially had a Non - EEA family permit.

I hold both irish / british nationality.

My wife has passed her life in the UK test and was about to apply before naturalisation before we were told of mind blowing ridiculous "rules" coming into effect fro 28th October.

Can my wife apply for naturalisation based on common sense EU rules or is she obliged to jump through the illogical (and costly) hoops regarding ESOL tests, despite the fact that she has been working in fluent English for the last 5 years?
