NO WAY... You cannot file for the UK spousal visa in Lithuania !
JUST IN UK!

And in order to obtain a UK spousal visa, your EU-A8 spouse
needs to register with the Home Office on the WRS scheme (worker registration scheme)
Because LITHUANIA is one of the New European Union member states EU-A8. Countries who don't benefit yet- full EU-Treaty Rights.

EU Accessions Countries “A8-accession eight”will benefit of Full- EU Treaty Rights in about 4 to 7 years after EU-Enlargement !)

Lithuania, Poland, Estonia, Latvia, Slovenia, Slovakia, Hungary, Czech Republic are EU-A8(accession eight) Countries. Limited EU-Treaty Rights
Just-Cyprus and Malta + Original 15 EU Countries, benefit of Full EU-Treaty Rights.

Your A8-Lithuanian spouse can Only work and live in the UK if she/he registers with the Home Office.
Only after registering and receiving the Worker Registration Card your spouse is entitled to apply for a Non-EU Family Member residence visa.

First step:Your spouse needs to register with the Worker Registration Team at the Home Office after starting a job in the UK (within 30 days !)
