WRS for A8

Hi, I'm EU citizen living in the UK since May 2004. Between May 2004 and Oct 2010 I was a student.
From Oct 2011 until now I'm in full-time employment.
Question: should I have registered with WRS when I started working?
Could anybody direct me to relevant WRS regulations and amendments pls?

No WRS registration from June 2011 anyway

but if you applying for PR but never applied for Registration certificate or EEA1 then read more...


1. From 20th June 2011 all EEA national students and self-sufficient persons (including A2 nationals) who are applying for documentary evidence of their right to reside in the UK, must provide evidence that they have comprehensive sickness insurance in the UK.

2. Transitional arrangements are being introduced, so that an application for permanent residence as a student will not be refused solely on the grounds that there is no evidence of comprehensive sickness insurance on the date of decision where:

 UKBA issued a registration certificate to the applicant on the basis of their residence in the UK as a student before 20th June 2011.

3. When considering a permanent residence application in such a case the caseworker should also assume that time spent in the UK prior to the grant of the registration certificate was time spent in compliance with the comprehensive sickness insurance requirement.

 Where an application for permanent residence is received on the basis that the EEA national is a student, but they have never been granted a registration certificate, then they must show evidence that they have had comprehensive sickness insurance for the duration of their time spent as student.

Thanks for your expertise. I know about the CSI situation because it's exactly my case! I applied for PR and was refused. First of the reasons was lack of CSI. However, HO failed to take under consideration the fact that I was a student at that time and I presented them with registration certificate issued in July 2007 - all this was explained in the letter I attached with my application together with all documents.

Now why I'm interested in WRS? I have been living in the UK since May 2004. Until Oct 2010 I was exercising treaty rights as a full-time student. In Oct 2010 I started my first work and I didn't registered with WRS and my employer (respected university) didn't require it from me.
Q1: I want to know whether or not I should have registered with WRS at that time.

Q2: I'm pretty sure that around 2004 the WRS worked the way that you needed to register if you exercised treaty rights as a worker during the 1st year of your stay in the UK. Then this was changed that you should register with WRS when you get your first work regardless how long you were staying in UK prior to this. Is that correct?
Could you please provide mi with link to WRS for A8 and its changes made before it was closed?

I applied for confirmation of PR for the period 2004-2009 but as mentioned previously I failed. I'm considering now that maybe would be easier to apply for last 5 years instead. However, then the WRS comes into the picture and I'm not sure about it.
Could you please advise on the WRS?

1. Yes you registered as a student without CSI but still you will be OK . Your 5 years will start counting from July 2007
but after you left studies you should have applied for WRS in Oct 2010

2. for A8 national any work you have done before WRS registration from 2004 will not count towards PR as far as i know. Home office never prosecuted anyone but for PR purpose they may count work prior to WRS registration illegal . Yes A8 nationals needed to work continuously for 1 year after WRS registration

i think they refused you because you didn't register when started working in July 2010
