Help needed..Supporting documents for EEA2-ext family member

Hi everyone,
I just got refusal on my EEA2-extended family member application.
It states that i was unable to provide dependency on my EEA national cousin.
Documents provided were bank statements and evidence of same residence.
I have been advised that instead of going to appeal, i should apply once again.
Can anyone guide me which one is better option between Appeal and New application?
and if new application is recommended, what additional supporting documents should i provide?
