Visa Refused Please Help what to do next

Hi,

I'm currently have Tier 2 (General) visa, Sponsored by My Company.
In December I get married, and in January my Wife Applied for Dependent Visa, after 25 days we received a call to collect our documents, and She got visa refusal letter.

and their reason of refusal is totally not understandable, I was in Pakistan with my Wife from 1 December 2013 to 31 January 2014,
and they said we didn't have any proof that after marriage you both are together....

Please guide me what should I do? what extra documents they required?

Should I Re-Apply or should I Appeal? which one is better?

She may both appeal with additional evidence and/or reapply.
