Status of the Application before Biometric Enrolment?

Status of the Application before Biometric Enrolment?

Does UKBA only start processing application once they receive the Biometric or the actual process has nothing to do with the timing of the Biometric enrolment ?

I think so they start working on case after biomatrics enrolment.........Thats my opinion.
